EXPLANATION OF THE DRAW
The allocation of authorizations for each species is
determined by the following procedures, all of which are
carried out by a computer located in Victoria:
1. Each application is allotted a randomly selected unique
number from a series ranging from 1 to 2,000,000,000.
2. Applications are then arranged in their numerical
order according to the randomly allotted number.
3. The first application to be drawn is the one with the
lowest number and an authorization is allotted to it
according to the hunt code number in its FIRST CHOICE
box.
4. Applications continue to be selected in this manner,
i.e., the lowest numbers first, until either:
(a) all of the available authorizations have been allotted, or
(b) all the applications FIRST CHOICES have been
checked and there still remain additional authorizations to
be allotted.
5. If all the authorizations have not been allotted by
checking all the FIRST CHOICES then the same
procedure is repeated using the hunt codes in the
SECOND CHOICE box.
6. In the case of Grizzly Bears only, after all the
SECOND CHOICES have been checked and there are
still authorizations to be allotted, the same procedure is
repeated once again, this time selecting those applications
for Grizzly Bear with checked (X) as ‘YES’ agreeing to
accept a ‘substitute’ hunt.These hunts may not be for the
M.U. applied for, but will be in the same region.
Over the years, many unsuccessful LEH applicants have
suggested that the draw should be changed to increase
the chances of those who were previously not drawn. In
1993, a new ‘enhanced odds’ system was introduced for
Elk in Region 4, and in 1998 it was put into place for all
species and regions, except for Mule (Black-tailed) Deer
and White-tailed Deer.
All hunters drawn in 2004 for any species except Mule
(Black-tailed) Deer and White-tailed Deer will have their
odds reduced in 2005 if they apply for the same species
again, regardless of region of hunt. Hunters should be
aware that any LEH hunt they drew last year, except for
Mule (Black-tailed) Deer and White-tailed Deer, will
affect their odds in this 2005 LEH draw.
Under this system, the degree to which previously
successful applicants have their chances reduced is
dependent on demand. If the number of people who
apply for a hunt is more than twice the number of
available authorizations, then previously successful
applicants will have their chances reduced by 50% (The
reduction will be 66% for all Moose hunts and for Elk
hunts in Regions 1 and 2, see below). If the demand for a
hunt is less than twice the number of available
authorizations then previously successful applicants will
still have their chances reduced, but the reduction will be
somewhat less than 50%. If the demand for a hunt is so
low that there are fewer applicants than available
authorizations, then previously successful applicants will
not have their chances reduced at all.
In the special case of all Moose hunts and Elk hunts in
Regions 1 and 2, odds reduction will be handled a little
differently. Applicants that are drawn for any Moose or
for Elk in Regions 1 and 2 will have their odds reduced
by 66% (rather than 50% as with other species) for the
following three years.Therefore a hunter drawn for any
Moose hunt or for an Elk hunt in Regions 1 or 2 in the
2005 draw would face odds reduced by 66% in the 2006,
the 2007, and the 2008 draws.
