Personally, your editor has found that hikers in WA tend to be better educated on this than those in BC...
What's not mentioned in this article is skiers and snowshoers. In general, the same rules apply - the principle is generally to yield to slower traffic. However, snowshoers should try and avoid walking on a ski up-track where possible and create their own trail in the snow.
