I found Gore's Australian Website which is really quite helpful in terms of describing the differences between Gore-Tex Pro shell fabric and Gore-Tex PacLite. Here are the two links for each fabric; very interesting. From what I gather, Gore-Tex Pro comes in 2 or 3 layer versions.

Just my thoughts on Gore-Tex Pro and PacLite and how I see it

Gore-Tex Pro

Manufacturers/retailers that advertize on their website that they use Gore's Weather mapping system to accommodate fabric changes while providing the best breathability and waterproofing are most likely the best if you are getting a multipurpose jacket. Otherwise it's best to find a garment which uses 2 layer Gore - Tex Pro material for the complete garment if it’s just rain gear you want.

The Gore-Tex Pro 3 layer is used in the case for multi fabric garments. The 2 layer version is used for single fabric garments. Gore-Tex Pro's main advantage over PacLite appears to be superior durability and abrasion resistance; making it a heavier fabric.

Gore-Tex PacLite

Generally appears to be the same two-layer membrane technology but is bonded to lighter and less abrasion resistant nylon and polyester fabrics; has an oil resistant substance on the membrane to help deal with dirt and oils which block breathability.

My instinct for rain gear would be for garments made of Gore-Tex Pro 2 layer where the body of the garment is made of one fabric only and the abrasion resistance is better. The garment hopefully is still pretty light which can be confirmed when you compare the specs by each manufacturer.
